Do you have strong expertise in development-sector evaluation and want to contribute to one of Nigeria’s leading youth-focused governance initiatives? Apply to serve as the Consultant for the Portfolio Monitoring and Evaluation of the Nigeria Youth Futures Fund (NYFF).
This consultancy will provide a unique opportunity to assess the performance, reach, and outcomes of over four years of youth-led advocacy, governance, and leadership interventions implemented across Nigeria. The assignment is designed to generate a comprehensive overview of NYFF’s project portfolio, spanning 2021–2025, and to evaluate the extent to which programme deliverables, outputs, and outcomes have been achieved.

Scope of Work
The selected consultant/firm will:
- Evaluate over four years of NYFF programme implementation (2021–2025).
- Cover projects across the six geopolitical zones of Nigeria.
- Assess initiatives under the three NYFF pillars:
- National Visioning Process, Youth Leadership Development (Grant Making), and Online & Media Engagement.
- Engage directly with stakeholders including grantees, implementing partners, and internal teams.
- Develop and apply a suitable monitoring and evaluation approach tailored to NYFF’s context and objectives.
- Draw representative samples across pillars and regions.
- Evaluate projects using the OECD-DAC criteria: Relevance, Effectiveness, Efficiency, Impact, Sustainability.
- Collect and analyse administrative and primary data through surveys, interviews, and documented evidence.
Eligibility

Applicants must meet the following requirements:
- Minimum of a Master’s degree in Economics, Monitoring & Evaluation, Development Studies, or related fields.
- At least 5 years of experience working within the development sector (NGO/NPO).
- Proven experience evaluating donor-funded youth projects/programmes.
- Demonstrated experience in portfolio-level monitoring and evaluation.
- Availability to conduct the assignment between December 2025 and April 2026.
